    A virtual diary companion

    Chatbots and embodied conversational agents show turn based conversation behaviour. In current research we almost always assume that each utterance of a human conversational partner should be followed by an intelligent and/or empathetic reaction of chatbot or embodied agent. They are assumed to be alert, trying to please the user. There are other applications which have not yet received much attention and which require a more patient or relaxed attitude, waiting for the right moment to provide feedback to the human partner. Being able and willing to listen is one of the conditions for being successful. In this paper we have some observations on listening behaviour research and introduce one of our applications, the virtual diary companion

    Application to Natural England for the trial reintroduction of lynx to England

    England contains extensive areas of beautiful and wild natural landscapes of which the English public are justifiably proud. A highly controlled and scientific trial reintroduction of Eurasian lynx (Lynx lynx) (herein referred to as lynx) to a specifically selected wild area of England is the first step in a process that could see the lynx return to the nation after 1300 years of absence – a vital part of England's natural heritage. This document represents the first stage in the consultation of the national stakeholders in a trial reintroduction of lynx to England (the "Project"). The Project will bring millions of pounds of economic benefits to the English economy, improve the health of natural environments in England and, above all else, will be a symbol for the pride that the English public have in their nation's wild places. We are keen to understand your thoughts as our proposals develop over the coming months

    Cost-benefit analysis for the reintroduction of lynx to the UK: main report

    The EU Habitats Directive requires Member States to assess the potential and desirability of reintroducing species which have been lost, and to look at other Member States’ experiences to support such assessments. In light of these requirements, the Lynx UK Trust is proposing to undertake a trial reintroduction programme of Eurasian lynx (Lynx lynx) at several potential sites in the UK. As part of the preparation for any translocation or reintroduction programme, guidelines prepared by the International Union for Conservation of Nature (IUCN) state that an assessment of the anticipated costs and benefits of a reintroduction should be incorporated into planning for such programmes. On the basis of these guidelines, AECOM have been asked by the Lynx UK Trust to undertake an impartial and independent analysis of the potential economic costs and benefits to the proposed lynx reintroduction scheme in the UK based on a combination of modelling and data collected from European lynx studies. The analysis draws on the guidance for undertaking cost-benefit analysis set out by the UK government. In particular, it follows the framework set out in The Green Book which states that a cost-benefit analysis should quantify as many of the costs and benefits of a proposal in monetary terms as is feasible, including impacts for which the market does not provide a satisfactory measure of economic value. The Green Book further states that in the early stages of identifying and appraising a proposal only summary data is normally required, while at the later stages of an assessment data should be refined to become more specific and accurate. The analysis in this report is therefore proportionate to the resources involved, outcomes at stake, and the time available. As such, the results should be taken as an initial indicative estimate of the potential costs and benefits of the lynx reintroduction scheme. This approach should provide a proportionate study for the purposes of licensing a trial of the effects of the reintroduction of lynx to the UK, with further studies of the economic impact being undertaken if the trial is adopted

    Quantifiers satisfying semantic universals have shorter minimal description length

    Despite wide variation among natural languages, there are linguistic properties thought to be universal to all or nearly all languages. Here, we consider universals at the semantic level, in the domain of quantifiers, which are given by the properties of monotonicity, quantity, and conservativity, and we investigate whether these universals might be explained by differences in complexity. First, we use a minimal pair methodology and compare the complexities of individual quantifiers using approximate Kolmogorov complexity. Second, we use a simple yet expressive grammar to generate a large collection of quantifiers and we investigate their complexities at an aggregate level in terms of both their minimal description lengths and their approximate Kolmogorov complexities. For minimal description length we find that quantifiers satisfying semantic universals are simpler: they have a shorter minimal description length. For approximate Kolmogorov complexity we find that monotone quantifiers have a lower Kolmogorov complexity than non-monotone quantifiers and for quantity and conservativity we find that approximate Kolmogorov complexity does not scale robustly. These results suggest that the simplicity of quantifier meanings, in terms of their minimal description length, partially explains the presence of semantic universals in the domain of quantifiers

    Circulation of four Anaplasma phagocytophilum ecotypes in Europe.

    BACKGROUND Anaplasma phagocytophilum is the etiological agent of granulocytic anaplasmosis in humans and animals. Wild animals and ticks play key roles in the enzootic cycles of the pathogen. Potential ecotypes of A. phagocytophilum have been characterized genetically, but their host range, zoonotic potential and transmission dynamics has only incompletely been resolved. METHODS The presence of A. phagocytophilum DNA was determined in more than 6000 ixodid ticks collected from the vegetation and wildlife, in 289 tissue samples from wild and domestic animals, and 69 keds collected from deer, originating from various geographic locations in The Netherlands and Belgium. From the qPCR-positive lysates, a fragment of the groEL-gene was amplified and sequenced. Additional groEL sequences from ticks and animals from Europe were obtained from GenBank, and sequences from human cases were obtained through literature searches. Statistical analyses were performed to identify A. phagocytophilum ecotypes, to assess their host range and their zoonotic potential. The population dynamics of A. phagocytophilum ecotypes was investigated using population genetic analyses. RESULTS DNA of A. phagocytophilum was present in all stages of questing and feeding Ixodes ricinus, feeding I. hexagonus, I. frontalis, I. trianguliceps, and deer keds, but was absent in questing I. arboricola and Dermacentor reticulatus. DNA of A. phagocytophilum was present in feeding ticks and tissues from many vertebrates, including roe deer, mouflon, red foxes, wild boar, sheep and hedgehogs but was rarely found in rodents and birds and was absent in badgers and lizards. Four geographically dispersed A. phagocytophilum ecotypes were identified, that had significantly different host ranges. All sequences from human cases belonged to only one of these ecotypes. Based on population genetic parameters, the potentially zoonotic ecotype showed significant expansion. CONCLUSION Four ecotypes of A. phagocytophilum with differential enzootic cycles were identified. So far, all human cases clustered in only one of these ecotypes. The zoonotic ecotype has the broadest range of wildlife hosts. The expansion of the zoonotic A. phagocytophilum ecotype indicates a recent increase of the acarological risk of exposure of humans and animals

    A silent cry for leadership : organizing for leading (in) clusters

    Leadership research so far has neglected clusters as a particular context for leadership, while research on networks and clusters has hardly studied leadership issues. This paper fills this dual gap in the abundant research on leadership on the one hand and on networks/clusters on the other by investigating leadership in photonics clusters from a structuration perspective. Apart from giving an insight into the variety and patterns of leadership practices observed, the paper addresses the dilemma that regional innovation systems such as clusters usually have a critical need of some kind of leadership, but that neither individual nor organizational actors wish to be led. This dilemma can only be ‘managed’ by organizing for leading (in) clusters in a certain way

    Phase locking the spin precession in a storage ring

    This letter reports the successful use of feedback from a spin polarization measurement to the revolution frequency of a 0.97 GeV/cc bunched and polarized deuteron beam in the Cooler Synchrotron (COSY) storage ring in order to control both the precession rate (121\approx 121 kHz) and the phase of the horizontal polarization component. Real time synchronization with a radio frequency (rf) solenoid made possible the rotation of the polarization out of the horizontal plane, yielding a demonstration of the feedback method to manipulate the polarization. In particular, the rotation rate shows a sinusoidal function of the horizontal polarization phase (relative to the rf solenoid), which was controlled to within a one standard deviation range of σ=0.21\sigma = 0.21 rad. The minimum possible adjustment was 3.7 mHz out of a revolution frequency of 753 kHz, which changes the precession rate by 26 mrad/s. Such a capability meets a requirement for the use of storage rings to look for an intrinsic electric dipole moment of charged particles
